Re-Label operations

Two engines that put a coded image's label IDs back in order

Definition
Re-Label (missing) takes a coded imageLoading... whose label IDs have gaps (caused by removal steps) and renumbers the surviving labels into a contiguous sequence: 1, 2, 3, …, N. The spatial regions are unchanged; only their numeric identifiers are. Re-Label (missing, duplicates) does the same renumbering and additionally consolidates duplicates — when two physically separate regions share the same label ID (because of an upstream merge or an editing artifact), the engine assigns each region its own unique ID before producing the contiguous sequence. Both engines preserve the spatial extent of every region; only the indexing changes.
